About this opportunity

The City of Woodland Park, Colorado is seeking a contractor for the 2025 Citywide Striping Project, a comprehensive street and parking lot marking initiative located within the city's municipal boundaries. The project requires the selected contractor to provide all equipment, materials, and labor for street and parking lot striping using SETFAST SOLVENTBORNE ACRYLIC TRAFFIC MARKING PAINT, with glass beads mandatory for street markings. The Master Striping Inventory details extensive work requirements, including 83 two-foot white stop bars, 288 four-inch white lines, 500 four-inch yellow lines, 2,872 eight-inch white lines, 53 crosswalks, 24,236 four-inch double yellow lines, 18 speed bumps, 76 directional arrows and letters, and striping for 878 parking stalls across various city locations. Contractors must implement necessary traffic control measures and ensure striping is performed only when ground and air temperatures are above 40F and surfaces are dry. The proposal is due on April 18, 2025, with the contract posting having occurred on March 31, 2025. Bidders must comply with all requirements outlined in the "Bidding - General Conditions (RFPs) 2024" document and provide a copy of the paint manufacturer's specifications at contract award.

The contract opportunity appears to have local business preference provisions, with potential advantages given to Woodland Park-based businesses within specified bidding thresholds. Contractors must meet Colorado labor requirements, with 80% of labor sourced from the state unless specifically waived by the City Council. Insurance requirements include $1,000,000 in commercial general liability coverage, workers' compensation, and automobile liability insurance. The contractor will be responsible for a two-year warranty period, during which any defects must be corrected. While a specific budget range is not explicitly stated, the contract includes provisions for monthly progress payments with a 5% retainage and potential liquidated damages of $250 per day for project delays. Additional requirements include obtaining a City of Woodland Park Business License, completing a W-9 form, and submitting a bid bond guaranteeing five percent of the total bid amount. The project may involve multiple mobilizations due to concurrent pavement maintenance operations, and all additional striping must receive prior approval from the city.
