About this opportunity

The Minnesota Department of Natural Resources (DNR) is soliciting bids for the 2025-718 Great River Ridge Crack Sealing project, located on a four-mile paved bike trail stretching from Plainview to Elgin, Minnesota. The procurement involves comprehensive crack sealing services, specifically targeting cracks up to 1/2 inch wide on the trail surface. Contractors must perform detailed preparation work including weed removal, cleaning, soil sterilant application, potential backer rod installation, and applying MnDOT standard hot-poured crumb rubber sealant. The project requires using specialized techniques such as a double-jacket melter and inserting sealant from the bottom to top of cracks, with work to be conducted Monday through Thursday to minimize trail disruption. Bid responses must be submitted electronically through the Swift Portal by April 10, 2025, with the project completion date set for June 20, 2025. Evaluation criteria include compliance with specifications, unit pricing that encompasses all associated costs (labor, materials, transportation, equipment, and taxes), and selection of the lowest responsible vendor meeting all requirements. Interested bidders can contact project manager Louise Thompson at (507) 206-2845 for a site visit and can obtain registration assistance from the Contractor Assistance Help Desk at 651-201-8100.

The DNR demonstrates a commitment to diversity and inclusion, with potential preferences for businesses owned by minorities, women, veterans, and individuals with disabilities. Contractors must be registered as Minnesota Resident Vendors and comply with prevailing wage laws, building construction registration requirements, and state tax regulations. The solicitation includes strict requirements regarding insurance documentation, state regulatory compliance, and prohibition of unplanned subcontractors. While a specific budget range is not explicitly stated, the contract will be awarded based on the most advantageous proposal, with the state reserving the right to award items separately or as a total package. Bidders must use MnDOT-certified sealant materials and adhere to specific application protocols, including performing work during cooler temperatures for optimal results. Notably, the project emphasizes environmental considerations, including invasive species prevention protocols. The DNR will make the final determination on vendor qualification and specification compliance, ensuring a rigorous selection process that prioritizes both technical competence and regulatory adherence.
