About this opportunity
The Scarsdale Union Free School District is soliciting proposals for Health Benefit Consulting Services through a Request for Proposal (RFP) issued on September 8, 2025, with responses due on October 1, 2025, at 12:00 PM EST. The district seeks a qualified employee health plan advisory/consulting firm to provide comprehensive services for its self-insured health plan, currently administered by UMR. Key services include reviewing and analyzing current health plans, overseeing contract renewals, performing program evaluations, assisting with employee communications, and interfacing with the Third Party Administrator. The consulting firm must have at least five years of experience providing health plan advisory services to public sector clients and demonstrate a proven track record of positive impacts for other public sector health plan sponsors. The district's primary objectives are to identify cost inefficiencies, develop strategies to reduce healthcare expenses, collaborate with labor groups, and ultimately improve health outcomes for approximately seven non-teaching and nine central administrators, along with employees from seven labor unions. The initial contract term is one year, with potential for four additional one-year extensions at the district's discretion, with services expected to commence on November 1, 2025.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The current health plan covers individual and family health coverage, hospital/major medical services, and prescription drug benefits for district employees and their dependents. While the exact budget range is not specified, the consulting services are expected to focus on strategic planning, financial and actuarial analysis, vendor management, account management, and population health services. The incumbent administrator is UMR, which currently manages the self-insured health plan. Proposers will need to demonstrate their ability to integrate with the existing UMR infrastructure and potentially propose improvements to the current system. The district anticipates awarding the contract on October 27, 2025, with the selected consulting firm playing a critical role in managing and optimizing the district's health benefits strategy.
