McDuffie County, Georgia is issuing a Request for Qualifications/Request for Proposals for Construction Manager at Risk (CM@R) services for Fire Station Interior Upfit project 2025-1101. The project involves interior construction work to upfit approximately 1,200 square feet of residential quarters within an existing pre-engineered metal building fire station. Work includes metal stud wall framing with sound attenuation insulation and drywall finishing, as well as completion of roughed-in plumbing, electrical, and mechanical systems. The selected CM@R must be a prime at-risk contractor, design builder, construction manager, or negotiated general contractor with a minimum of three similar-sized or larger facility projects. Required services include preconstruction phase services such as cost estimating, life-cycle cost analysis, value engineering, constructability reviews, and scheduling; maintenance of RFI and submittal logs; development and monthly maintenance of a master project schedule using MS Project or Primavera; preparation and maintenance of cash flow analysis; definition of scopes of work for bid packages; site management planning; construction management and general contracting services; phasing and sequencing plans; quality control standards; and provision of a Guaranteed Maximum Price (GMP). Preconstruction services are expected to commence in November 2025, with construction to begin as soon as possible but no later than December 2025, with an anticipated project duration of 90 days. Responses must be submitted in both electronic PDF format and five bound hard copies by November 26, 2025 at 4:00 p.m. EST to Lance Cheely, PLA at lcheely@cranstonengineering.com, with hard copies delivered to the McDuffie County Administration Building, 210 Railroad Street, Second Floor, Thomson, Georgia 30824. A mandatory pre-bid conference will be held on November 7, 2025 at 2:00 PM at 5130 Lincolnton Hwy, NE, Thomson, GA 30824, and site visits can be arranged upon request. Subcontractor qualifications will be scored with a maximum of 5 points allocated across three categories: core subcontractor list, project completion history, and length of business relationship and office location.
The procurement documents do not identify any specific set-aside designations or restrictions on the types of organizations that can respond to this CM@R request. No incumbent vendors or current contractors are listed in the available documents. The project will be constructed within an existing pre-engineered metal building fire station with record drawings available for bidder review, and all mechanical systems are roughed in where walls are complete, providing the existing infrastructure baseline for the selected CM@R. McDuffie County anticipates the project's total bid price will range from approximately $50,000.00 to $100,000.00. The county is being assisted by a design consultant team led by CRANSTON, LLC, which is currently serving as the Issuing Office for all bidding documents and the point of contact for this procurement.
