About this opportunity
The City of Sylvania in Talbot County, Georgia, is seeking sealed bids for a 2024 Community Development Block Grant (CDBG) infrastructure project focused on sanitary sewerage and water system improvements. The procurement involves comprehensive utility infrastructure rehabilitation, including replacing approximately 2,950 linear feet of clay sewer mains with 8" HDPE mains using pipe burst methodology, sewer lateral replacements, and manhole rehabilitation. Water system improvements encompass 39 water laterals, 4-6" fire hydrant assemblies, 565 linear feet of 2" PE water line, and a 2" blow-off fire hydrant. Contractors must possess a valid Georgia Utility Contractor license and submit a bid bond or certified cashier's check for 10% of the base bid. Sealed bids will be received until July 31st, 2025, at 11 AM at Sylvania City Hall, with a specified project completion timeline of 120 calendar days. Plans and specifications can be obtained from Parker Engineering, LLC for a non-refundable fee of $150.00 per full-size set.
The contract opportunity is designated as a Section 3 covered contract, actively encouraging Section 3 businesses to apply. Bidders must comply with federal affirmative action guidelines outlined in 41 CFR 60-4, ensuring equal opportunity for females and minorities and adhering to established timetables and goals. The project is subject to the Build America Buy America Act, which mandates that all iron, steel, manufactured products, and construction materials must be produced in the United States. Funding will be provided through the CDBG program administered by the Georgia Department of Community Affairs, with additional funding from the City of Sylvania. Successful bidders will be required to provide performance and payment bonds each equal to 100% of the contract price. While a specific budget range is not explicitly stated, the comprehensive nature of the infrastructure improvements suggests a significant municipal investment in utility system upgrades.
