The RFP requires detailed proposal submissions following Section 5's format, with all proposals due by June 12, 2025, at 4:00 p.m. Pacific Time. Evaluation will focus on bidders' demonstrated expertise in weatherization technical assistance and training capabilities.
The RFP explicitly prohibits current or future QAI contract holders from submitting proposals, creating a specific restriction on bidder eligibility. No specific set-aside designations for disadvantaged enterprises are mentioned in the provided documentation. The contract has an anticipated term from July 1, 2025, through June 30, 2028, with a maximum initial procurement value of $5,500,000. The total potential contract value could reach $7,350,000, contingent upon mutual agreement and maintaining the original contract scope. No incumbent vendors or specific technology integration requirements are detailed in the provided information. Interested contractors must carefully review the full RFP document and demonstrate comprehensive capabilities in energy weatherization training and technical assistance to be considered for this procurement opportunity.

The Department of Community Services and Development (CSD) has released the Request for Proposal (RFP) for Training and Technical Assistance for energy-saving weatherization programs administered by CSD, including the federally funded Low Income Home Energy Assistance Program and U.S. Department of Energy Weatherization Assistance Program, and the state-funded Low-Income Weatherization Program. (2024-RFP-109). The purpose of the Training and Technical Assistance RFP is to identify a highly qualified contractor to provide a wide range of technical services, research, and project development for the state and federal low-income energy assistance programs administered by CSD. The Contractor will also provide a variety of technical assistance and supportive services to CSD contractors serving as Local Service Providers (LSPs) and to ensure the workforce they employ is well-trained and poised to perform quality and effective delivery of in-home energy retrofits and services funded by CSD energy programs. Specific forms of technical assistance and supportive services to local administrators include providing instructional and field training for LSP weatherization services staff and the staff of a separate Contractor providing Quality Assurance Weatherization Inspection (QAI) services. A separate procurement process awards the QAI contract, and any current or future Contractor (or affiliates) providing services to CSD under a QAI contract is ineligible to submit bids or proposals for this Training and Technical Assistance procurement. The Scope of Work, Section 3, in the attached RFP, provides more detail on the type of training and technical services to be performed. It is expected that bidders have knowledge and experience with weatherization and local building codes, have knowledge of state and federal standards, policies, and applicable laws, and have the ability to assist CSD and LSPs in understanding and implementing relevant new standards and technologies. The anticipated maximum amount for services under this procurement is $5,500,000. At its sole discretion, the State may extend the contract for up to one additional year and add additional funds up to $1,850,000. A successful Proposal will be under an anticipated contract term of July 1, 2025, through June 30, 2028. Please refer to the RFP Section 5, Required Format of the Proposal, and Section 1.3, Key Action Dates for important deadlines and information regarding this procurement.
