About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations on behalf of the Department of Agriculture, Conservation and Forestry for seven units of 2024 or newer Ski-Doo EXPEDITION LE snowmobiles or equivalent, with quotations due March 15, 2024 at 4:00 p.m. Eastern Standard Time.

The scope specifies snowmobiles configured with Rotax 900 ACE engines, electric starters, sea-level calibration, and 154-inch tracks with Silent Cobra WT 1.5 profile lugs in black. Bidders must supply twenty-four specified accessories including windshield support systems, bumpers, cargo boxes, tool kits, seats, and attachment hardware, identified by part number in the RFQ. Delivery is required to the Department of ACF's Allagash Wilderness Waterway Office in Ashland, Maine, prior to the 2024-2025 winter season. Quotations must include itemized pricing on company letterhead, manufacturer product data sheets demonstrating compliance, an equivalent bid item comparison sheet if applicable, warranty information, and a signed bid cover page with debarment certification. All pricing must be FOB Destination with shipping charges included; the State is tax-exempt and expects quotations to exclude federal, state, and local taxes.

Evaluation uses a best-value basis considering product quality, conformity to specifications, delivery timeline, and the State's best interest, with award to the lowest-priced compliant bidder. The State reserves the right to negotiate additional units at the awarded price for six months following award. Quotations must remain firm for 180 days from bid opening. The State may reject bidders with documented poor performance or terminated or non-renewed contracts within the previous five years, and reserves discretion to waive minor informalities, decline to award, or cancel the RFQ. Questions are due two business days prior to closure through the State of Maine's AdvantageME/Vendor Self Service electronic procurement system.
