About this opportunity
The Commonwealth of Kentucky, Kentucky Transportation Cabinet (KYTC) Division of Purchases, issued a Request for Bid (RFB 605_2300000607) on behalf of the Department of Vehicle Regulation for the production and delivery of 2024 KIT and IFTA decals. The procurement requires 16,000 pairs of 2024 KIT decals (3-inch circular vinyl decals in blue Pantone 299C with black lettering, consecutively numbered from 000001 through 16,000 pairs) and 46,000 pairs of 2024 IFTA decals (approximately 3-inch by 3-inch vinyl decals with red Pantone 485C background and white lettering, serially numbered from 000001 to 046,000). All decals must be pressure-sensitive adhesive vinyl with clear coat finish, shrink-wrapped in pairs of 250, and include detailed application instructions. Bidders must submit ten completed numbered decal samples within seven calendar days of award notification for approval before final printing. Award will be based on best value using a ranking approach with price weighted at 95 points and delivery time weighted at 5 points; the bidder offering the lowest price receives maximum points, with delivery time stated in calendar days after contract award. Written questions were due by March 22, 2023 at 4:00 p.m. Eastern Time, with the Commonwealth's response posted by March 23, 2023, and bids due electronically through the Kentucky Vendor Self Service (VSS) platform by March 30, 2023 at 1:30 p.m. Eastern Time. The tentative award date is April 4, 2023, with the master agreement contract commencing May 1, 2023, and expiring April 30, 2024, with an option to extend for four additional one-year periods with written approval of both vendor and KYTC Division of Purchases.
Resident bidder preferences and qualified bidder preferences apply in accordance with Kentucky Revised Statutes, and all bidders must be registered in the Commonwealth eProcurement System to submit responses exclusively online; paper and email submissions are not accepted. Bidders must submit an Annual Affidavit for Bidders, Offerors and Contractors (completed, notarized, and valid for one year from execution date) attesting compliance with Kentucky campaign finance laws under KRS 45A.110 and 45A.115. Pricing shall be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, with the vendor responsible for all shipment and freight charges. Price increases are not permitted during the first twelve months of the contract, with only one increase allowed thereafter based on industry-wide price changes and requiring thirty days' written notice with firm proof of justification. Late delivery penalties of 1 percent per day shall be deducted from invoices for each day delivery is missed. No specific budget range or award value is provided in the solicitation documents; bidders should base pricing on their production costs and competitive market rates for vinyl decal manufacturing.
