Contractors must utilize commercial-quality plows, salt/sand/calcium chloride spreading equipment, and be capable of servicing driveways and parking areas. Bidders are required to submit at least three work references demonstrating two years of relevant experience and must have sufficient financial resources and applicable insurances. The bid opening is scheduled for July 8, 2024, at 3:00 PM via WebEx, with a contract term spanning 2024-2028. Evaluation criteria will focus on selecting the responsible and responsive bidder providing the lowest Total Estimated Annual Cost per service cluster, with prevailing wage requirements in effect.

No specific set-aside designations exist for this contract, with zero percent goals for Service-Disabled Veteran-Owned, Minority Owned, Women Owned, and Disadvantaged Owned sub-contracting. Incumbent vendors from previous similar contracts include A Great Choice Lawncare and Landscaping, All Weather Enterprises, DGS Construction, Kelly Excavating, and several other local landscaping and excavation businesses. The recent Contract Reporter Award Announcement indicates that Upstate Lawn and Landscape, Inc., G's Trees & Landscaping, LLC, and Stanton Business Services Inc. have been approved for contract awards effective September 1, 2024. While specific budget ranges are not explicitly detailed, the procurement allows bidders to submit proposals for one or multiple service clusters, suggesting flexibility in contract value and scope. Contractors will be compensated on a per-event pricing model, with invoices required within 30 days of service and final payments processed by May 31 of each contract year.
