About this opportunity
The California Department of Conservation is requesting proposals from qualified firms to provide California Environmental Quality Act (CEQA) and/or National Environmental Policy Act (NEPA) professional services. The Department is seeking firms to prepare all types of CEQA documents, provide review and advice on the adequacy of CEQA documents prepared by others, and monitor compliance when the Department is the lead agency and mitigation reporting is required. The professional services are needed when the Department's California Geologic Energy Management Division (Cal GEM) acts as a lead or responsible agency under CEQA. The term of the resulting agreement will not exceed five years, and the Department will award a maximum of $3,200,000 for the agreement. The evaluation and selection process will be based on the qualifications and experience of the firm, including its understanding of the project requirements, experience in the oil, gas, and geothermal extraction industry, organizational capacity, and quality of work products. Firms will be required to submit a statement of qualifications, and the top-ranked firm will be asked to submit a cost proposal for negotiation.
The Department will not apply any preference programs such as small business or disabled veteran business enterprise incentives, as the selection process is competency-based. There are no set-aside designations or restrictions on the types of organizations that can respond. The Department has not provided any information on incumbent vendors or current contractors, nor any existing infrastructure or technology that requires integration. The Department has indicated a possible award value of up to $3,200,000 for the agreement.
