About this opportunity
The Town of Fair Bluff in North Carolina is soliciting sealed bids for the 2023 Gravity Sewer Improvements project (CDBG 22-I-4106), a comprehensive infrastructure rehabilitation initiative. The procurement involves removing and replacing 3,638 linear feet of 8" to 12" gravity sewer, associated manholes, services, and paving work, alongside lining 3,757 linear feet of 6" to 12" gravity sewer using the Cured-In-Place Pipe (CIPP) method, and rehabilitating 23 manholes. Sealed bids will be received until 2:00 pm Eastern Time on October 7, 2025, at the Fair Bluff Town Hall, with an optional pre-bid conference scheduled for September 17, 2025, at 2:00 pm. Bidders must clearly display their current license number on the sealed bid envelope to demonstrate compliance with North Carolina General Statutes Chapter 87. All project-related questions should be submitted in writing to Robert Houston at 708 Abner Phillips Rd., Warsaw, NC 28398, or via email to adamsco.robert@gmail.com. Contractors must be registered with SAM.gov and not appear on the NC Debarred Vendors list.
The project is funded through the Community Development Block Grant Program (CDBG), administered by the North Carolina Department of Environmental Quality/Division of Water Infrastructure. The Town of Fair Bluff is committed to supporting Small, Minority/Women-Owned, Veteran-Owned, and Historically Underutilized Businesses (HUB) participation. Bidders must comply with federal CDBG requirements, including non-discrimination policies, Civil Rights Act provisions, and various labor standards acts. Contract documents can be obtained digitally via email or purchased as printed copies for $250.00 per set from The ADAMS COMPANY, Inc. Bid, Performance, and Payment Bonds will be required for the successful contractor. While specific budget details are not explicitly stated, the comprehensive nature of the sewer improvement project suggests a significant infrastructure investment. Potential bidders should carefully review all documentation and ensure full compliance with the specified requirements, particularly those related to business classifications and federal grant guidelines.
