About this opportunity

The New York State Office for People with Developmental Disabilities (OPWDD) is soliciting sealed bids for snow and ice removal services across six counties: Cayuga, Cortland, Lewis, Madison, Oneida, and Onondaga. The procurement seeks contractors to provide comprehensive snow and ice management services at multiple OPWDD sites, with services automatically triggered at 3 inches of snow accumulation. Contractors must use appropriate plowing equipment and commercial-grade salt/sand/calcium chloride spreading equipment to clear driveways and parking lots. The services are required 7 days per week, 24 hours per day, with the ability for program managers to request additional services based on safety concerns. Bidders must demonstrate at least two years of relevant experience and submit three work references verifying their qualifications. A mandatory pre-bid conference call is scheduled for June 25, 2021 at 1:30 PM, and bid proposals are due on July 27, 2021 at 2:00 PM. The contract term is set for 2021-2026, with contracts to be awarded to the lowest responsive and responsible bidders for each service cluster.

There are no specific set-aside designations for this procurement, with 0% goals for minority and women-owned subcontracting. Multiple contracts may be awarded, and the solicitation is open to qualified contractors who can meet the technical and operational requirements. The bid results document indicates that several contractors submitted bids, including Garr Property Services, Yanuk Excavating, Butler Sales & Service Inc, Upstate Lawn & Landscape Inc, ECK Tree & Outdoor, and Greg Dodge DBA Streamline Constructors. Bid prices for the 21 service clusters ranged from $3,000 to $99,000, suggesting significant variability in service costs across different geographical areas. The final awards were made on November 1, 2021, to five vendors: E.C.K. Tree and Outdoor Power Products, LLC; Garr Property Services, LLC; Gregory Dodge DBA Streamline Constructors; Upstate Lawn and Landscape, Inc.; and Yanuk Excavating, LLC. Contractors will be responsible for repairing any damages caused during snow removal, with annual inspections and required repairs due by May 31st each year.
