About this opportunity
The State of Michigan Department of Natural Resources, Wildlife Division is procuring 50,000 embroidered commemorative deer patches through Request for Proposal No. 180000003072, issued July 16, 2018, with a proposal deadline of 3:00 p.m. Eastern on July 27, 2018. Bidders must submit written questions by July 19, 2018, with responses posted by July 23, 2018, and the anticipated contract begin date is August 6, 2018. The patches must measure 4 inches by 4 inches (plus or minus 1/8 inch), feature the DNR logo with specific Pantone color requirements (black with PMS 347 green lettering and PMS 128 yellow for state silhouette lettering), and be delivered in two phases: 10,000 patches by September 17, 2018, and 40,000 patches by October 15, 2018, with all contract activities completed within 47 business days from order receipt. Contractors must provide pre-production samples and thread color options by August 20, 2018, and establish a dedicated customer service representative available during business hours with a toll-free contact number. Evaluation will be conducted on a pass/fail basis regarding the bidder's demonstrated ability to provide the specified deliverables, with pricing evaluated only for technically acceptable bidders; the State will award to the responsive and responsible bidder offering best value, considering qualified disabled veteran status, prior performance, overall economic impact, total-cost-of-ownership factors, and Michigan employment implications. Late or improper completion will result in liquidated damages of $5,000 plus $100 per day for each day of delay, and all pricing must be firm for the entire contract term, all-inclusive with no additional charges permitted.
Qualified disabled veteran businesses are eligible for consideration and must provide specific documentation including DD214 forms, proof of service-connected disability, and legal ownership documents or National Veterans Business Development Council certification. Contractors must comply with Michigan business tax filing obligations, demonstrate non-affiliation with Iran-linked businesses, maintain clean corporate citizen status under the Environmental Protection Act, and certify current payment of all applicable State taxes with no outstanding debt to the state. All proposals must be submitted electronically through www.michigan.gov/SIGMAVSS in modifiable formats with pricing proposals separated from other documentation; the State reserves the right to conduct on-site facility visits, require oral presentations, perform reference checks, and request additional price concessions. Contractors must maintain Commercial General Liability insurance of $1,000,000 per occurrence, Umbrella/Excess Liability of $5,000,000 aggregate, Automobile Liability of $1,000,000 per occurrence, and Workers' Compensation coverage. No incumbent vendor or budget range has been disclosed in the procurement documents; however, the pricing sheet indicates pricing should be submitted for all 50,000 units as a single comprehensive price including all pre-production work, samples, and delivery to DNR locations. Contracts exceeding $500,000 require State Administrative Board approval, and payment will be made through Electronic Funds Transfer within 45 days of state receipt and acceptance of deliverables.
