About this opportunity
The Colorado Department of Public Safety, on behalf of the Colorado State Patrol Logistics Section, is soliciting quotes for the procurement of police vehicle partitions through a Documented Quote (DQ) process. The solicitation seeks bids for up to 65 Setina 10-S Recessed Panel (RP) Partitions designed specifically for 2017 Dodge Charger police vehicles. Each partition must feature 3-piece coated polycarbonate windows measuring 14" x 12" with self-locking horizontal sliding sections and recessed storage panels, and all products must be new, unused, and not refurbished or contain aftermarket parts. The award period extends from the effective date of the purchase order through June 30, 2018, with an optional four-year extension available through June 30, 2022, contingent upon appropriated and budgeted funds. Bid submission is required via email to cdps_edo_bids@state.co.us with the DQ number RBAA 2018-712 in the subject line, with a deadline of Tuesday, February 20, 2018, at 3:00 PM MT. All quotes must be submitted on a Free-On-Board (FOB) Destination basis to Karen Griggs at 15203 W. 12th Ave., Golden, CO 80401. Successful bidders must submit completed cover pages, pricing sheets, current-year W-9 forms, and state Electronic Fund Transfer (EFT) authorization forms within seven business days of award notification, with evaluation based on relative value and fair and reasonable pricing rather than price alone.
Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified by the US Department of Veterans Affairs are eligible to receive a 5% bid preference and must submit appropriate verification documentation to qualify. Resident bidder preferences also apply pursuant to Colorado Revised Statute reciprocity requirements. The Colorado substitute W-9 form includes checkboxes for various diversity business classifications, including women-owned business enterprises, veteran-owned business enterprises, and certified disadvantaged or emerging small businesses, allowing qualified vendors to identify their business status. The state is tax exempt and encourages free and open competition among all eligible bidders. Protests must be submitted in writing within three business days of award notification. All bid submissions and award information will be posted on the Colorado Vendor Self Service System (VSS) at www.colorado.gov/vss. While no specific budget range is provided in the solicitation documents, the procurement of up to 65 specialized police vehicle partitions represents a substantial order anticipated to have significant contract value.
