About this opportunity
The State of Maine Division of Purchases is soliciting bids for the 2009 Maine Migratory Waterfowl Stamp with bids due April 13, 2009.
Bids must comply with Maine's certified wood products procurement policy. All paper products and printing services must use post-consumer recycled fiber and/or virgin fiber sourced from certified forest and wood production operations when available and meeting state performance, safety, and cost requirements. Bidders must specify the percentage of post-consumer recycled fiber content and certified virgin fiber content for each proposed product, along with proof of chain-of-custody certification from acceptable certifying organizations: American Tree Farm System (ATFS), Forest Stewardship Council (FSC), Master Logger Certification Program (MLCP), Programme for the Endorsement of Forest Certification (PEFC) affiliates, or Sustainable Forestry Initiative (SFI). Award preference will be given to products achieving 100 percent post-consumer recycled or certified virgin fiber content, with a price premium of up to 4 percent above the lowest bid permitted to qualify. If no bids meet the 100 percent threshold, preference goes to the highest percentage of recycled or certified fiber content provided the product does not exceed 4 percent above the lowest submitted bid price.
Sealed bids must be electronically submitted to 9 State House Station, 111 Sewall Street, Augusta, Maine prior to the opening date and time. The State reserves the right to reject any or all bids and waive formalities. Awards will be made to the lowest responsible bidder considering best value factors including quality, conformity with specifications, delivery date, and ultimate cost. Contractors must furnish items exactly as specified; deviations are grounds for rejection. The Division reserves the right to increase or decrease quantities by up to 10 percent. The contract may be extended beyond its initial expiration at the State Purchasing Director's discretion with contractor consent, with the total contract period not exceeding three years from the original start date. Contract overruns are limited to a maximum of 3 percent of the original contract value.
