About this opportunity
The City of Scranton's Department of Public Works is seeking sealed bids for the procurement of approximately 2,000 tons of Type AS3 anti-skid sand, to be delivered between October 25, 2023, and April 30, 2024. This procurement is being conducted through the city's e-Procurement Portal, with electronic submissions required by 10:00 a.m. on October 11, 2023. Vendors must register on the portal and follow the project to receive updates and submit bids, with a key deadline for questions set at 4:30 p.m. on October 6, 2023. The bid requires comprehensive documentation, including a 10% bid bond, insurance certificates, affirmative action certifications, and non-collusion affidavits. Evaluation criteria will focus on responsiveness, responsibility, and overall advantageousness, which means the lowest bid may not necessarily be selected. Bidders must conform to PennDot specifications for anti-skid sand and comply with local tax requirements.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Vendors must be registered on the e-Procurement Portal and prepared to provide performance and payment bonds for 100% of the contract price. The contract will be governed by Pennsylvania law and includes provisions for potential termination, insurance requirements, and adherence to equal opportunity standards. While no incumbent vendors are mentioned, the solicitation indicates the city reserves the right to reject any and all bids. The specific budget range is not explicitly stated, but bidders are required to provide a per-ton delivered cost. Potential respondents should be prepared to integrate with the city's existing procurement infrastructure and demonstrate compliance with local and state procurement regulations. Technical support for the e-Procurement Portal is available through OpenGov, with support accessible via real-time chat or email at support@procurenow.com.
