About this opportunity
The City of Scranton, located in Lackawanna County, Pennsylvania, is seeking sealed bids for a procurement of approximately 2,000 tons of anti-skid sand for the period of October 24, 2025, through October 23, 2026. The procurement is being conducted through an Invitation to Bid (ITB #2025-ITB-082) with bids to be submitted electronically via the city's e-Procurement Portal by 10:00 am on September 23, 2025. The anti-skid sand must conform to PennDot Type AS3 specifications and will be delivered on an as-needed basis to the Department of Public Works at 101 West Poplar Street, Scranton. Bidders are required to provide a unit cost per ton and will be evaluated based on their ability to meet technical specifications, provide required documentation, and demonstrate compliance with local procurement requirements. The contract includes a potential one-year renewal option, effectively allowing for a two-year total contract period. Bidders must submit comprehensive documentation, including insurance certificates, affirmative action certification, non-collusion affidavit, and proof of local tax compliance.
The procurement does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must meet comprehensive insurance requirements, including general liability coverage, workers' compensation, and automobile liability insurance. The contract appears to be open to qualified vendors who can meet the technical specifications and administrative requirements. While a specific budget range is not detailed, the procurement is structured as a requirements contract with no guaranteed minimum purchase volume. Vendors will be required to provide pricing that includes delivery and meets the city's specifications for anti-skid sand. The electronic submission process through the e-Procurement Portal requires potential bidders to register and follow the specific project to receive addenda notifications and participate in the bidding process. Successful vendors will be expected to provide anti-skid sand on an as-needed basis throughout the contract period, with the potential for a one-year renewal under the same terms and conditions.
