About this opportunity

The City of Long Beach Purchasing Division is requesting bids on two current-model Ford F-750 CNG-powered slide back car carriers under ITB FM-23-239, with bids due March 21, 2023 at 11:00 a.m. Pacific Time.

The vehicles must be ready for service upon delivery and equipped per comprehensive specifications covering frame, engine, transmission, axles, braking, suspension, fuel system, cab and interior, lighting, safety equipment, and body construction. Bidders must submit pricing in line-item format specifying vehicle cost less fuel package, fuel package cost, tire tax, delivery, sales tax, total per unit, and total for both units. Payment terms are Net 30 unless otherwise quoted, with cash discounts computed from the later of delivery/acceptance or invoice receipt date. Liquidated damages of $25.00 per day apply for late delivery.

The warranty runs three years from when the City places the unit in service and covers defects in material and workmanship. The contract is potentially funded by federal grant sources, subjecting the awardee to compliance with Davis-Bacon Act prevailing wage requirements, drug-free workplace certification, environmental standards, and nondiscrimination provisions.

Bidders must provide proof of insurability with an AM Best rating of A or better, completed specification compliance forms (Appendix A), five current customer references, W-9 forms, debarment certifications, and Equal Benefits Ordinance disclosures. Questions are due March 3, 2023. Electronic bids are submitted through the City's secure online bidding system, with original bid cover pages and notarized acknowledgment forms (for out-of-state companies) submitted separately by mail to the City Clerk. The City reserves the right to award to a single contractor or multiple vendors and may increase or decrease quantities at its discretion. Bid award is subject to acceptance by the City for three months unless a lesser period is specified. The contract becomes effective upon City Council authorization and execution of required documents including insurance certificates and performance bonds.
