About this opportunity
The California Department of Forestry and Fire Protection (CAL FIRE) is requesting bids on HVAC annual maintenance inspection, repair, and emergency repair services across thirteen Santa Clara Unit fire stations and facilities, with bids due November 4, 2026 and a mandatory pre-bid walkthrough on October 21 at CAL FIRE Morgan Hill Fire Station. A 5% small business or microbusiness preference applies; non-small businesses are eligible if they commit to subcontracting at least 25% of the net bid price to certified small businesses. A DVBE incentive program applies with a dollar cap of $100,000 for combined incentives and preferences.
The scope covers annual spring and fall maintenance inspections, repair work, emergency response repairs, and system replacements or upgrades with prior CAL FIRE approval across Morgan Hill, Coyote, Pacheco, CNA Armory/Mt. Hamilton, Almaden, Alma/Helitack Base, Castle Rock, Del Puerto, Smith Creek, Stevens Creek, Sunol, Sunshine, and Sweetwater fire stations. Services are performed Monday through Friday from 7:00 a.m. to 5:00 p.m. The prime contractor must hold a valid California State Licensing Board C-20 Warm-Air Heating, Ventilating, and Air-Conditioning Contractor license and maintain Department of Industrial Relations public works contractor registration.
The contract term runs December 1, 2026 through November 30, 2029. Bidders shall submit hourly rates for regular and emergency repair services based on estimated annual quantities of one maintenance inspection per station and five hours each for repair and emergency repair services. State prevailing wage rates apply for Santa Clara, San Benito, San Joaquin, Stanislaus, Alameda, and Contra Costa counties. If a service request price exceeds $25,000, a payment bond equal to 100% of that service request price is required. Written questions are due October 23, 2026. Award is made to the lowest responsive responsible bidder; tied bids are resolved by coin toss.
