About this opportunity

The Commonwealth of Massachusetts Office of the Treasurer and Receiver General has issued a Request for Qualifications (RFQ) seeking experienced organizations or individuals to provide financial literacy curriculum, related products, services, and/or materials to support the programs of the Treasury's Office of Economic Empowerment (OEE). The RFQ aims to establish a pre-qualified list of providers for a three-year period, with a possible one-year extension, to supplement OEE's existing financial literacy initiatives, including the Women's Economic Empowerment Series and a statewide college savings account program launching in 2020. Respondents must submit their qualifications, experience, and proposed services by the March 7, 2019 deadline. The Treasury will evaluate responses based on qualifications, experience, and the quality of the Supplier Diversity Program Plan and Invest in Massachusetts Plan, which are worth 5% of the scoring each. The Treasury reserves the right to negotiate final contract terms, including pricing, with the selected pre-qualified providers when specific services are needed.

The RFQ does not specify any set-aside designations or restrictions on the types of organizations that can respond. It is open to both broad, statewide offerings as well as targeted products for specific populations. The Treasury has prequalified four firms - Dragonfly Financial Solutions, LLC, EVERFI, Inc., iGrad, Inc., and Money Experience, Inc. - for this opportunity. The RFQ does not provide any details on award values or budget ranges, but the Treasury intends to select pre-qualified Respondents based on the "Best Value" to the Commonwealth.
