About this opportunity

The North Carolina Department of Public Safety, Division of Emergency Management (NCEM) is requesting sealed bids from prequalified vendors for acquisition and demolition construction services on Hazard Mitigation Grant Program (HMGP) project 4827-0019 in Haywood County, with bids due July 17, 2026 at 2:00 PM EST and a bid question deadline of June 23, 2026.

Vendor eligibility is restricted to vendors prequalified under RFPQ 19-RFPQ-1653309857-GSX; only prequalified bidders may be considered for award. This is a federal-funded program requiring compliance with 2 C.F.R. Part 200, FEMA Hazard Mitigation Assistance Program guidelines, and associated federal regulations including debarment certifications and HUB participation documentation.

The scope encompasses property acquisition and demolition across 13 mandatory and 11 optional residential properties located in Clyde, Waynesville, and Canton. Acquisition work includes intake processing, appraisals, title research, document preparation, and closing attorney fees. Demolition work includes asbestos and lead inspections and remediation, structure demolition, underground storage tank clearance, and grading and seeding, with site-specific ancillary structures (detached garages, sheds, carports, tiny homes) specified per property. Vendors must submit firm fixed prices using the provided Bid Worksheet (Attachment A) with line-item pricing for projects $30,000 and above and composite pricing negotiable with NCEM for projects under $30,000. All costs — labor, materials, transportation, overhead, and profit — are included.

Performance requirements include settlement with homeowners within 90 days of the pre-acquisition conference and demolition completion within 60 days of settlement but not exceeding 90 days total. Work must begin within 14 business days of contract execution. Vendors must provide a project timeframe in calendar days from Notice to Proceed through Substantial Completion. One-year initial contract term with anticipated award date to be determined. Performance and payment bonds are required (5 percent bid bond required for projects above $500,000). Vendors must submit financial stability certifications, customer references, and construction management cost breakdowns. Sealed bids are opened publicly via Microsoft Teams. NCEM reserves the right to make awards to single or multiple vendors, waive minor informalities, or cancel without award if not advantageous to the State. Transition assistance of up to six months may be required if the contract is not renewed or terminated early.
