The Massachusetts State Lottery Commission (MSLC) is seeking bids for a web-based security awareness training curriculum under statewide contract ITS58. The training program must cover topics such as password usage, web browsing, and social engineering, and include automated reminders, user assignment tracking, and Outlook integration. The requested delivery date is on or before June 30, 2019, and bids will be evaluated based on the vendor's ability to meet this deadline. Bids must be submitted electronically through the Massachusetts COMMBUYS system by May 15th at 12:00 P.M. The MSLC reserves the right to award the contract to one or more vendors based on their responses to the specified technical requirements. Pricing must be submitted per unit through the COMMBUYS system, and no delivery fees may be charged under the terms of Contract #ITS58. The MSLC has not provided an anticipated expenditure amount, but will award the contract based on an evaluation of the vendor responses. The procurement method is an outright purchase, and the MSLC makes no guarantee of any commodities or services to be purchased from this bid.

The procurement is open to all qualified vendors, as the Commonwealth Terms and Conditions document does not specify any set-aside designations or restrictions on the types of organizations that can respond. The document outlines the standard terms and conditions that will be incorporated into any contract resulting from this bid, covering areas such as payments, termination, confidentiality, and dispute resolution. The procurement does not list any incumbent vendors or current contractors, and does not provide information on any existing infrastructure or technology that requires integration.
