About this opportunity

The State of Alabama Office of the Chief Procurement Officer is requesting Quick Quote proposals for ALERRT kits (Alerting, Lockdown, Inform, Counter, Evacuate, Restore) under solicitation 187320-ATC, with proposals due June 15, 2026. This is a Quick Quote procurement through the Alabama Buys platform with a five-day turnaround.

The procurement is issued on behalf of Dallas County. Suppliers must be registered in Alabama Buys and submit responses electronically through that platform. The contract may be renewed annually by written agreement, with a total contract cost not to exceed $25,000 across the original agreement and any renewals, or a maximum five-year term from the effective date, whichever occurs first.

The State reserves the right to conduct cost realism and price reasonableness analysis. Suppliers may request price increases during contract performance if material, labor, or other contract components significantly increase through no fault of the supplier, provided they submit justification and supporting documentation; however, proposed increases in labor and materials cannot exceed increases during the same period in industry-specific price indices or the Consumer Price Index, with all price increases capped at 5 percent of the annual contract cost. Vendors must accept multiple forms of electronic payment including state-issued credit cards, P-cards, and EFT at no additional cost to the State. The State is exempt from sales tax.

Suppliers must comply with federal immigration law through the E-Verify program if employing one or more employees within Alabama and register with the Alabama Secretary of State if they are a foreign corporation. Contracts exceeding $25,000 require a Disclosure Statement; this procurement's total ceiling is $25,000. The contract is governed by Alabama law with venue in Montgomery, Alabama, and disputes are resolved through negotiation and non-binding alternative dispute resolution.
