About this opportunity

The Missouri Department of Transportation (MoDOT) Southwest District is conducting a competitive solicitation (IFB605SW25000696) for a 185 CFM Diesel Portable Air Compressor to be procured on an "As Needed / If Needed" basis. The solicitation seeks a single vendor to provide a new air compressor that meets or exceeds specific technical requirements, including a T4F Kubota diesel engine (49HP), curbside controller with gauge and LCD display, 27-gallon fuel tank, corrosion-resistant canopy, and skid mounting. The equipment must be a Sullair 185 Portable SQ185-KUBT4F or equivalent, with specific features such as cold weather package rated to -20F and comprehensive monitoring capabilities. Bid responses are due by October 23, 2024, at 11:00 a.m. CT, and must be submitted electronically through the MissouriBUYS Statewide eProcurement System. The contract will be awarded to the lowest responsive and responsible bidder on a firm fixed price basis, with an initial term running from award through October 31, 2025, and three potential one-year renewal options. Vendors must provide detailed unit specifications, warranty information, and delivery lead times, and include training within 48 hours of delivery.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. For purchases exceeding $25,000, the solicitation includes Buy American Act provisions, offering a 10% price preference for products manufactured in the United States. Cooperative purchasing is permitted, allowing Missouri counties, cities, and other political entities to potentially utilize the contract. Vendors must be registered with the MissouriBUYS eProcurement system and comply with all specified technical and administrative requirements. While no specific budget range is explicitly stated, the procurement is structured as an indefinite quantity contract on an as-needed basis. The solicitation requires vendors to include all shipping, freight, and handling costs in their pricing, with payment terms set at Net 30 days and no partial payments permitted. Successful vendors must maintain adequate liability insurance and name the Missouri Highways and Transportation Commission (MHTC)/MoDOT as additional insured.
