About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB) is requesting proposals for professional architectural and engineering design and construction administration services for repair and renovation of Building 6131 at the Grayling Air-to-Ground Gunnery Range in Frederic, Michigan, with proposals due July 16, 2026. The mandatory pre-proposal meeting was held June 22, 2026 (already occurred); Entry Access List forms were required by June 9, 2026. This is a federal Air Force project executed under state procurement channels on behalf of the Michigan Department of Military and Veterans Affairs and the Michigan Air National Guard.

The scope encompasses Phases 300 through 700 professional services: five design submittals (15%, 35%, 65%, 100% pre-final, and 100% final design), comprehensive hazardous material and mold surveys, detailed cost estimates with each submittal, bidding support, and construction administration. The project involves replacing an aging air traffic control tower cab within the existing footprint of Building 6131 (a 12,247-square-foot facility with a Plant Replacement Value of approximately $15 million), eliminating water infiltration, and improving functionality and visibility. Design work must comply with ANGETL 24-02, applicable Unified Facilities Criteria (UFC), and all federal, state, and local codes and standards administered by the EPA, OSHA, DOT, and others. All contractor and subcontractor personnel requiring installation access must complete AT Level I Awareness Training and pass security vetting; controlled substances, including marijuana, are prohibited on the installation under Title 10 U.S. Code Section 912a.

The Estimated Construction Cost is $4.5 million with a Maximum Construction Cost of $5 million. The DMVA has budgeted $5 million for construction. Design work is scheduled October 2026 through May 2027, bidding June through August 2027, and construction commencing October 2027. Proposing firms must be licensed to practice in Michigan and certify Michigan business status. Compensation is structured on a not-to-exceed billable-rate basis. Proposals are evaluated 80 percent on technical merit and 20 percent on cost. Questions were due July 9, 2026. Contract award is anticipated September 2026.
