About this opportunity

The Virginia Department of Transportation (VDOT) is soliciting bids under IFB 161259 for specialty mowing with mechanical edging in the Chesterfield Residency of the Richmond District, covering portions of Amelia, Chesterfield, and Powhatan counties, with bids due electronically through eVA by 9:00 a.m. EDT today, October 26, 2026. Bidders must be registered in eVA, and a Small Business Subcontracting Plan is required unless the bidder is certified as a small business by the Department of Small Business and Supplier Diversity. Small-business certification review requirements appear in Section X and Attachment B.

The scope covers all equipment, labor, supervision, materials, and incidentals for non-tractor zero-turn mowing, motorized mechanical edging, string trimming, and litter removal on designated Primary and Secondary Routes. The contractor performs approximately eight mowing and litter removal cycles annually and one mechanical edging cycle per year. Bidders submit firm unit prices per acre for mowing and litter removal and per linear foot for mechanical edging, and those prices remain fixed regardless of vegetation height or level of effort. Traffic control, debris removal, equipment maintenance, and compliance with Virginia Code Red Ozone Day provisions are included in bid pricing. Prevailing wage rates set by the Virginia Commissioner of Labor and Industry apply to all mechanics, laborers, and workers, with determinations in Attachment K. Minimum insurance includes statutory workers' compensation, $100,000 employer's liability, $1 million per occurrence and $2 million aggregate commercial general liability, and $1 million combined single limit automobile liability. E-Verify compliance is required for employers with more than 50 employees when contract value exceeds $50,000.

The solicitation will result in multiple purchase orders. The contract term is one year from award with renewal options. Each order carries an eVA transaction fee of 1 percent, capped at $500 for DSBSD-certified small businesses and $1,500 for other businesses.

Four Questions and Answers rounds have been issued, with Q&A #4 addressing access to the pre-bid sign-in sheet and the vendor interest list, which VDOT does not maintain. The pre-bid conference occurred October 14, 2026, and the attendance log is posted in eVA. The question deadline was October 19, 2026, and the virtual public bid opening follows at 10:00 a.m. EDT today.
