About this opportunity

The Virginia Department of Transportation (VDOT) Bristol District/Wytheville Residency is requesting bids for delivery and stockpiling of aggregate materials to Wythe and Grayson Counties on an as-needed basis under IFB #161038, with bids due June 29, 2026 at 2:00 PM EDT and virtual public bid opening June 30, 2026. The Commonwealth has established a 42% small-business participation goal; bidders must either hold Department of Small Business and Supplier Diversity (DSBSD) small or micro-business certification by the bid due date or identify specific percentages of contract value allocated to DSBSD-certified small, women-owned, minority-owned, and service-disabled veteran-owned business subcontractors, with failure to meet proposed participation percentages constituting potential breach of contract.

The scope covers furnishing, delivery, and stockpiling of aggregate materials at Area Headquarters in Wythe and Grayson Counties. All materials must be sourced from VDOT pre-approved plants or quarries listed on Approved List #5; bidders must identify their quarry source and provide plant codes, addresses, and order placement procedures. Unit pricing is measured in short tons (2,000 lbs.) and must be firm throughout the contract period, including all transportation and delivery costs. Normal delivery hours are Monday through Friday, 7:00 AM to 3:00 PM, with contractors required to provide 24-hour advance notification and complete all ordered quantities within five business days of notification.

The contract term runs August 19, 2026, through August 18, 2027, with no renewal periods. VDOT will award contracts on a line-item basis to the lowest responsive and responsible bidder. Payment is made within 30 days of invoice receipt and verification. Bidders must submit bids through the eVA electronic procurement system and complete multiple compliance forms including State Corporation Commission registration documentation, a Small Business Subcontracting Plan (unless DSBSD-certified), up to five proposed subcontractors with certifications and work descriptions, and normal and emergency contact information.
