About this opportunity

The Virginia Department of Transportation Bristol District/Wytheville Residency is soliciting bids for delivered aggregate to the Bland County Area Headquarters on an as-needed basis, with bids due June 22, 2026, at 2:00 PM EDT and virtual public bid opening on June 23 at 2:00 PM EDT via Microsoft Teams.

A Small Business Subcontracting Plan is required unless the bidder holds DSBSD certification as a small or micro business by the bid due date. The Commonwealth has established a 42% small-business purchase goal, including women-owned, minority-owned, and service-disabled veteran-owned businesses certified by the Department of Small Business and Supplier Diversity.

Bidders must furnish, deliver, and stockpile various types of aggregate sourced from VDOT pre-approved plants or quarries listed on Approved List #5. Materials are ordered on an as-needed, on-call basis with no guaranteed minimum quantities. Deliveries must occur during normal business hours (Monday–Friday, 7:00 AM–3:00 PM) with 24-hour advance notification required; complete delivery must not exceed five business days after notification. All load tickets must include printed documentation and VDOT form TL-102A indicating weight or volume.

The contract runs from August 19, 2026, through August 18, 2027, nonrenewable. Unit prices per short ton (2,000 lbs.) must include transport and delivery to the specified location; bids must be firm for 60 days and are subject to evaluation on a line-item basis to the lowest responsive and responsible bidder. Payment is made within 30 days of invoice receipt and verification of satisfactory goods received via check, ACH, EDI, or P-Card where accepted. Vendor transaction fees (1% capped at $500 for DSBSD-certified small businesses or $1,500 for non-certified businesses) are assessed per purchase order issued. Pre-bid questions are due June 17, 2026, at 5:00 PM EDT to Christine Necessary (Christine.Necessary@vdot.virginia.gov). Mandatory compliance includes Virginia Prompt Payment Act, anti-discrimination provisions, drug-free workplace requirements, E-Verify participation for employers with more than 50 employees, and Title VI Civil Rights Act assurances.
