About this opportunity
The Virginia State Police (VSP) has issued an Unsealed Invitation for Bids (UIFB) for Technical Federal Grant Writing Services, seeking a qualified and experienced grant writer to support the development of competitive federal grant applications. The procurement, identified by solicitation number 156-25-130, aims to select one contractor to provide comprehensive grant writing support for federal funding opportunities. The primary objective is to secure technical expertise in crafting competitive grant proposals that align with VSP's strategic funding needs. While specific evaluation criteria are not fully detailed in the available documentation, the solicitation suggests the contractor must demonstrate extensive experience in federal grant writing, a deep understanding of grant application processes, and the ability to develop compelling, high-quality proposals. The solicitation was posted on February 28, 2025, with proposals due by March 6, 2025, indicating a relatively short response window of approximately one week for interested contractors to prepare and submit their bids.
No specific set-aside designations or restrictions on respondent types were clearly articulated in the available documentation. The solicitation appears to be open to professional grant writing consultants, firms, or individual contractors with relevant federal grant writing expertise. The contract will be awarded on a grand total basis, suggesting a fixed-price or comprehensive service model rather than a per-project or hourly rate structure. Although the exact budget range is not specified in the provided materials, federal grant writing services for state law enforcement agencies typically range from $5,000 to $25,000 per grant application, depending on complexity and potential funding amount. The procurement is specifically for the Virginia State Police, indicating the selected contractor will work directly with VSP's leadership to identify, develop, and submit federal grant applications across various potential funding areas relevant to state law enforcement operations and initiatives.
