About this opportunity
The Michigan Department of Natural Resources Law Enforcement Division issued a Request for Proposal on June 24, 2022, for the procurement of fifteen (15) Polaris Switchback Assault 650 Patriot 146" Track snowmobiles with specified accessories. The snowmobiles must be delivered to Cynergy Wireless Products, an LED emergency lighting installer located at 1463 Combermere Drive, Troy, Michigan 48083, with delivery required within ninety (90) calendar days of the order date on an F.O.B. destination basis. All deliverables must be completed within sixty (60) business days from receipt of order, and pricing must remain firm for the entire contract length, including all costs associated with delivery, handling, and shipping. Due to supply chain limitations and equipment availability, the DNR is accepting proposals for Polaris brand snowmobiles as specified, comparable alternate specifications of the same model, and alternate brands that meet or exceed the stated specifications. The proposal deadline is 3:00 p.m. Eastern on July 15, 2022, with an anticipated contract start date of August 1, 2022; bidder questions must be submitted by July 5, 2022, with answers posted by July 11, 2022. Evaluation criteria include mandatory minimum requirements on a pass/fail basis, completion of the Vendor Questions Worksheet on a pass/fail basis, and the Schedule A - Statement of Work on a pass/fail basis, with pricing evaluated only for proposals meeting all mandatory requirements. The contract is subject to liquidated damages of $5,000 plus an additional $1,000 per day for late or improper completion.
Service-disabled veteran-owned business (SDVOB) preference applies under Michigan law for this procurement. The contract is potentially subject to federal provisions if funded with federal dollars, including Davis-Bacon Act prevailing wage requirements, Clean Air Act compliance, debarment and suspension requirements, and Byrd Anti-Lobbying certification for purchases exceeding $100,000. The State of Michigan reserves the right to award to multiple vendors to fulfill equipment requirements and to determine whether proposed units are comparable alternates. No incumbent vendors or current contractors are identified in the solicitation materials. The RFP does not specify a budget range or award value; however, interested bidders should contact the Solicitation Manager, Lisa Crozier-Green, at CrozierGreenL@michigan.gov or 517-388-6626 for additional information, with all bidder inquiries to be submitted via email only.
