Pricing shall be submitted on two lines: unit price and percentage discount off manufacturer's suggested retail price, with all packing, handling, and shipping charges included FOB destination and freight prepaid; payment terms are Net 45 days from invoice submission. Only qualified manufacturers or authorized distributors will be accepted, and all bids must be submitted electronically through the MissouriBUYS eProcurement system or by sealed hard copy delivery, with vendors required to be registered in MissouriBUYS. The contract will run from the notice of award through January 31, 2027, with four optional one-year renewal periods.

All goods must comply with the Domestic Products Procurement Act (Buy American Act), and bidders are required to provide certification of compliance via Exhibit N, certifying whether products are U.S.-manufactured, foreign-manufactured and ineligible for preference, or a mix of origins requiring item-by-item certification. MoDOT offers cooperative purchasing to Missouri counties, cities, and political subdivisions at the same pricing negotiated under this contract, though MoDOT will not issue purchase orders or make payment for items ordered by these entities. No incumbent vendors or current contractors are identified in this solicitation. No specific award value or budget range is provided in the procurement documents; pricing will be evaluated competitively based on bids received.
