The procurement encompasses a 2,900 square foot interior upfit for a brewing company tenant within an existing 11,500 square foot two-story masonry structure located in Downtown Laurinburg. Scope of work includes new plumbing, mechanical, and electrical (PME) systems; sprinkler alterations; structural repairs; a new storefront for the brewery; exterior plaster repair; and a new exterior stair/ramp entrance. Sealed bids must be submitted to City Hall, 303 W. Church Street, Room 221, Laurinburg, NC 28352 by 2:00 p.m. local time on Tuesday, April 28, 2026. Pre-bid site walk-throughs with the architect are scheduled for Friday, April 10, 2026 from 11:00 a.m. to 1:00 p.m., with an additional contractor walk-through available on Tuesday, April 14, 2026 from 10:00 a.m. to 1:00 p.m. The contract will be awarded to the lowest, responsive, responsible bidder, with evaluation criteria including quality, performance, and project timeline as specified in proposals. Each proposal must be accompanied by a certified check or bid bond equal to no less than five percent of the total itemized bid amount, and bidding documents are available through Duncan Parnell's bid room at https://bidroom.duncan-parnell.com/ with required registration.

The project is funded entirely by grant funds from the North Carolina Department of Commerce's Rural Transformation Grant Fund and Rural Grant Programs Fund, with a mandatory completion deadline of December 31, 2026. The City of Laurinburg is an Equal Opportunity Employer and actively welcomes proposals from minority-owned and women-owned businesses, indicating receptiveness to disadvantaged enterprise participation. No incumbent vendors or current contractors are identified in the procurement documents. Bidders must register with Duncan Parnell to obtain official bid documents and be added to the Plan Holder's List to receive addenda notifications; hard copies are available for viewing at City Hall but should not be relied upon as the sole source. The specific award value or budget range for this project has not been publicly disclosed in the available documentation, though the scope and complexity of the restoration work suggest a substantial capital investment appropriate for a downtown commercial revitalization initiative.
