About this opportunity
City of Durham's General Services Department is soliciting lump-sum bids for the Fire Station #5 apparatus bay floor slab replacement at 2212 Chapel Hill Road, Durham, North Carolina, with bids due December 3, 2026 at 2:00 p.m. A mandatory pre-bid conference is scheduled for 10:00 a.m. on November 6, 2026 at Fire Station #5, and written questions and substitution requests are due by 12:00 p.m. on November 17, 2026. The source sets no set-aside, preference program, or local-vendor requirement, and the award goes to the lowest responsive and responsible bidder.
The work demolishes the existing apparatus bay floor slab, infills the crawl space with compacted soil, constructs cast-in-place concrete footings and retaining walls on three sides of the crawl space, and pours a new 6-inch slab on grade. The scope also includes utility relocation and installation of an oil separator. The project follows a May 2026 structural assessment by HDR Architecture, Inc., which evaluated four repair options. The City selected the crawl space fill option. Bidders must hold a North Carolina General Contractors License in Chapter 87 classification. The single prime contractor must identify subcontractors for plumbing, mechanical, and electrical work in the bid.
Contract completion time is 90 calendar days, and the awardee must begin work within five days of written notice from the Project Manager. Liquidated damages are $500 per day for delays beyond the 90-day completion time and $250 per day after substantial completion if final completion work is not finished within 20 days. Performance and payment bonds are required at 100% of the contract amount from a North Carolina-licensed surety. Required insurance includes commercial general liability of $1 million per occurrence and $2 million aggregate, workers' compensation under North Carolina General Statutes Chapter 97, and automobile liability of $1 million combined single limit. Retainage of 5% applies to contracts over $100,000. The livable wage rate is $25.09 per hour through June 30, 2027. Bids must exclude North Carolina sales tax and remain subject to acceptance for 90 days. Bid submissions also require a bid bond, non-collusion affidavit, completed bid forms, and a bidder safety evaluation questionnaire.
Opportunity text
Fire Station Number 5 was built circa 1960 and is located at 2212 Chapel Hill Road, Durham, North Carolina 27707. The Fire Department hired Axias and FGMA Architects to conduct a general facilities assessment of Station 5. As a result of the assessment of Station 5, it was recommended that the structural framing support of the apparatus bay floor slab be evaluated due to the deterioration, extensive water infiltration in the crawl space, cracking and spalling in several concrete joists. A structural assessment of Station 5 was completed by HDR Architecture, Inc. in May 2026. HDR provided four detailed repair options. The four options are as follows: Option 1 Invasive Investigative repair, Option 2 Fill Crawl space, Option 3 Steel Beam and Option 4 CMU Pilasters. The City selected option 2 to fill the crawl space. Option 2 consists of shoring the existing wall framing and removing the existing apparatus bay floor slab. The cast-in-place concrete footing and retaining walls will be constructed on three sides of the crawl space below the apparatus bay floor and filling the area with soil. The soil will be compacted in the crawl space and a new 6 concrete slab on grade will be poured replacing the existing concrete apparatus bay floor slab.
