About this opportunity

The Commonwealth of Kentucky Transportation Cabinet (KYTC), Division of Purchases, on behalf of the Division of Highways District 1 in Paducah, is conducting a competitive sealed bid procurement for steel H-pile materials through a two-phase reverse auction process. The solicitation requests 4,000 linear feet of 12x53 steel H-pile in 30-foot lengths and 100 units of 12x53 steel H-pile splice plates (mechanical splicers, Champion Model HP 30000 or equal) for delivery to 2000 Lane Road, Paducah, Kentucky 42003. All materials must be delivered F.O.B. Destination Freight Prepaid and Allowed, with vendors responsible for all freight charges and delivery costs. Phase 1 (unpriced technical offer submission) closes on March 5, 2025, at 1:30 PM Eastern Time; approved vendors will proceed to Phase 2, which includes eBridge platform training on March 13-14, 2025, initial bid submission on March 17, 2025, and an online reverse auction event on March 18, 2025, at 11:00 AM, with a tentative award date of March 21, 2025. Delivery must occur within 30 days of contract award, with a required 48-hour advance notice for scheduling purposes; delivery beyond 30 days may result in bid rejection and incurs a 1 percent per day penalty on invoices. Evaluation will use a best-value scoring methodology allocating 95 points to price (lowest bidder receives maximum points) and 5 points to delivery time (earliest delivery receives maximum points), with all bids remaining valid for 90 calendar days following the bid closing date. Bidders must submit electronically through the Kentucky Vendor Self Service (VSS) system at https://vss.ky.gov and must be registered at least 24-48 hours prior to submission; a Certificate of Recycled Content affidavit and a Required Affidavit for Bidders are mandatory submissions.

Reciprocal preference will be extended to Kentucky resident bidders in accordance with KRS 45A.494, and qualified set-aside preferences of 20 percent apply to Kentucky Correctional Industries and 15 percent each to Kentucky Industries for the Blind and qualified nonprofit agencies serving individuals with severe disabilities. The procurement includes mandatory compliance representations regarding Kentucky tax laws, wages and hours, occupational safety, unemployment compensation, and workers' compensation. Foreign entities are required to provide certificates of authority to transact business in Kentucky. The awarded supplier must pay a transaction fee to eBridge, the web-based bidding platform host, calculated at 2.9 percent of the final total purchase price; this fee must be included in all bids submitted and is due after delivery and supplier payment by the buyer. No incumbent vendors are identified in the solicitation materials, and this is structured as a one-time purchase with no renewal options specified. The Commonwealth retains the right to reject any or all bids, waive informalities and technicalities, negotiate directly with bidders, or accept the bid deemed most advantageous regardless of price. No specific budget allocation or estimated award value is disclosed in the solicitation documents.
