About this opportunity

The Commonwealth of Pennsylvania, Department of Labor and Industry, is seeking to award multi-award contracts for perishable bread and bakery food products to supply the Commonwealth Technical Institute at the Hiram G Andrews Center in Johnstown with bids due July 15, 2026 and questions due by 2:00 PM ET on July 7, 2026.

All responsive and responsible bidders will be awarded contracts under this multi-award IFB with no guaranteed minimum purchase amounts. Bidders must be manufacturers or authorized sellers with proper manufacturer certifications, maintain a minimum 95 percent fill rate, and accept orders over $100 without delivery restrictions. Pennsylvania Worker Protection and Investment compliance is mandatory, including adherence to wage and hour laws, child labor regulations, and prevailing wage requirements; bidders must submit completed BOP 2201 Worker Protection and Investment Certification Form with their bid. The Commonwealth awards reciprocal preference to Pennsylvania-manufactured goods and Pennsylvania-resident bidders under the Reciprocal Limitations Act, with preference percentages ranging from 2% to 15% depending on state of origin and product category. The Commonwealth encourages eligible bidders to obtain Department of General Services Certified Small Business certification and submit documentation with their bids.

The scope includes 18 distinct bread and roll items — white enriched, rye, whole wheat, cinnamon-raisin, Italian, hamburger rolls, frankfurter rolls, Kaiser rolls, dinner rolls, steak rolls, hoagie rolls, English muffins, hot dog rolls, and whole grain options — plus cakes, pies, Danish pastries, cookies, and muffins to support approximately 350 residential students, Commonwealth employees, and guests. All bread items must not exceed 48 hours old upon arrival; whole wheat and rye breads not exceeding 72 hours old. Products must be packaged in polyfilm bags with sealed or tied tops, clearly labeled with production dates, ingredients, net weight, and bakery name. The bakery vendor must be registered with the Pennsylvania Department of Agriculture. Deliveries must occur Monday through Friday between 7:00 AM and 2:30 PM ET to loading docks at each full-service kitchen, with all costs F.O.B. Destination and no separate freight charges permitted.

The initial contract term is five years from the date of full execution, with an option to extend up to 90 days under the same terms and conditions. Pricing for the initial quarter will be established through this bid; subsequent quarterly pricing will be determined by best value (lowest cost by line item and product availability), with DLI selecting the single best-value supplier for each line item per pricing period. Pricing will be evaluated against the Consumer Price Index and Producer Price Index. Price adjustments are permitted quarterly by no more than the percentage increase in the Consumer Price Index, with at least 90 days' prior notice required. All bids must be submitted electronically via the PA Supplier Portal.
