About this opportunity

California Department of Transportation District 12 is requesting construction bids on bridges, roadways, sidewalks, pavement, drainage systems, and electrical systems along State Routes 55 and 91 in Orange County (Anaheim and Orange), with bids due October 8, 2026 at 2:00 p.m. via Bid Express. The estimated project cost is $190 million with a contract term of 970 working days (1,220 including plant establishment, which must be completed within 250 working days).

The scope spans Route 55 from 0.4 miles south to 0.2 miles south of the Route 91/55 separation and Route 91 from 0.3 miles east to 0.1 miles west of the Route 91/55 separation. Work includes 411 bid line items covering water meter removal and installation, traffic control systems, temporary barriers, drainage facilities, structural concrete, reinforcement steel, signage, pavement markings, and comprehensive electrical systems. A federal-aid project requiring 70 trainees or apprentices.

Bidders must hold either a Class A contractor license or a qualifying combination of Class C licenses (C-12, C-8). Prevailing wages are mandatory under California Labor Code, with compliance at the higher of state prevailing wage rates or federal Secretary of Labor minimums. A full-time, on-site Safety Quality Control Manager with specified certifications and minimum five years of heavy construction experience is required throughout the contract. Certified payroll must be submitted using LCPtracker Pro; prompt payment to subcontractors is required within 7 days of progress payment receipt and to other entities within 30 days.

Bid security equal to at least 10 percent of the bid amount is required. Bids must be submitted on a unit price basis. Coordination with multiple agencies — Orange County Flood Control District, Orange County Water District, City of Anaheim, Southern California Gas Company, Metropolitan Water District, Orange County Transportation Authority, and Metrolink — and multiple temporary construction easements on private properties (expiring in 2030) are required. Cal/OSHA compliance and permits from the U.S. Army Corps of Engineers, State Water Resources Control Board, and California Department of Fish and Wildlife apply.
