The North Carolina Department of Insurance, on behalf of the Office of State Fire Marshal, issued Invitation for Bids (IFB) #12-001293 for the procurement of one mobile breathing air compressor trailer system. The primary deliverable is a 7 x 12-foot enclosed trailer equipped with dual torsion axles, a 25 CFM BAUER diesel-driven compressor unit with P5 Securus purifier and CO monitor, a 6000 PSI BAUER CFS 5.5 with 4-bank air control panel, diamond roll-up doors, and exterior scene lights. Four optional items are available for separate pricing: a 12-volt electrical package with batteries and charging system, a regulated high-pressure spring-rewind hose reel with 100 feet of breathing air hose, a Carefree power awning package, and a 6-bottle SCBA drop-in rack. The trailer will supply fresh, compressed breathing air to firefighters during training operations at the NC Emergency Training Center and support SERT deployments, ensuring compliance with OSHA and NFPA standards. The solicitation was issued on April 20, 2026, with written questions due by April 27, 2026, and responses posted April 29, 2026. Sealed bids are due by May 4, 2026, at 2:00 PM ET, with public opening conducted via Microsoft Teams. Delivery must be completed by August 1, 2026, to the NC Emergency Training Center with 72-hour advance notification required. All pricing must include transportation costs via FOB Destination delivery within North Carolina, and award will be made to the lowest responsive bid meeting all specifications.

Evaluation criteria include vendor financial stability, past performance references for identical equipment models, HUB participation goals of 10 percent, and authorization documentation from the manufacturer. Bidders must submit pricing for the base trailer unit and separately for each optional item using the provided pricing form and register with the North Carolina Secretary of State prior to contract execution while complying with E-Verify requirements for employees. Vendors must provide three customer references and documentation of authorized reseller status, with manufacturer's standard warranty applying. No specific incumbent vendors or current contractors are identified in the solicitation. While no explicit budget range is disclosed, all pricing submissions must be comprehensive and competitively evaluated based on responsiveness to specifications and total cost of ownership. Submission of multiple attachments including financial certifications, customer references, worker location information, and sustainability attributes documentation is required through the Ariba Sourcing Tool electronic platform.

Opportunity text

The Office of State Fire Marshal is looking to procure a mobile breathing air compressor trailer that will supply fresh, compressed air to firefighters during training operations at the NC Emergency Training Center. This will ensure respiratory safety when working in hazardous environments encountered at the NC ETC. With the mobile unit, firefighters can refill air and scuba tanks on sight reducing downtime in training and emergency situations. The mobile air supply trailer will also provide versatility in operations and will be available for SERT deployments, and provide firefighting and rescue teams with immediate access to a fresh supply of breathing air when working in toxic, O2-deficient, and smoke-filled environments. The mobile breathing air compressor will also allow our agency to maintain compliance with OSHA and NFPA standards, providing an extra layer of accountability and safety for the NC ETC and during SERT deployments.
