About this opportunity

The North Carolina Department of Insurance is requesting proposals to administer the continuing education program for licensed NC resident insurance producers, resident and non-resident adjusters/public adjusters, with proposals due August 28, 2026 at 2:00 PM ET. No state funds support this program; all costs are recovered through vendor-collected fees, and the vendor must remit collected fees to the Department's Controller's Office within 24 hours of collection.

The scope includes reviewing and approving CE providers and courses, maintaining licensee records, posting course schedules, recording CE credits, and ensuring compliance with North Carolina statutes and NAIC standards. The vendor must develop online systems for course submissions and credit posting, maintain a toll-free customer service line, and provide quarterly quality control reports. A critical infrastructure requirement is a RESTful API delivering CE transcript and course schedule information in JSON format to the Department in real-time at no cost to the State.

The vendor must demonstrate a minimum of five years' experience administering similar services for state insurance departments and maintain financial stability as evidenced by audited or reviewed financial statements. Current fee structure includes $1.00 per credit hour per person, $45.00 per course application, and $55.00 for expedited applications.

The initial contract term is three years beginning January 1, 2027, or upon final execution, whichever is later, with two optional one-year renewal terms at the State's discretion. The Department will notify the vendor of renewal intent no later than 60 days before the end of each contract term.

Evaluation criteria weight systems security engineering approach (15 points), experience with similar projects (15 points), scope of services (15 points), technical ability and approach (15 points), fee collection and remittance procedures (10 points), customer service (10 points), presentation (10 points), and cost (10 points), for a total of 100 points. Written questions are due August 7, 2026.
