About this opportunity
The City of Lansing Purchasing Office is requesting bids for demolition and removal of structures at 108 West Barnes Avenue in Lansing, Michigan, with bids due October 19, 2026 by 2:00 p.m. local time. A local-vendor preference applies to Lansing-based businesses that have been deemed responsive and responsible, allowing qualified local bidders within 10 percent of the low bid to match the low bid amount to receive the contract. The City also encourages bids from minority-owned and women-owned businesses and gives preference to United States-based manufacturers and suppliers with appropriate documentation.
The scope includes complete demolition and removal of the main building, garage, accessory structures, concrete pads, and driveways; removal of all foundation walls and basement materials; plugging of sewer and water drains at the property line; site grading and fill to bring the lot to even grade with adjacent properties; and seeding with specified grass materials. The bid price must include all labor, materials, equipment, landfill fees (calculated at $29.48 per cubic yard), utility disconnection, hazardous-materials abatement, soil erosion and sedimentation control, protective measures for public infrastructure, right-of-way permits, and rodent extermination. An asbestos survey dated September 14, 2026, identified ceiling and wall plaster materials containing asbestos at concentrations below 1 percent, alongside propane tanks, televisions, and air conditioning units requiring specialized disposal. All demolition materials must be disposed of at Granger Landfill or another State of Michigan-approved facility in Ingham, Eaton, or Clinton counties. The successful bidder must maintain City of Lansing demolition and building-wrecker licenses, hold State of Michigan licensure as a residential builder or maintenance-and-alteration contractor, and provide proof of insurance. Demolition must occur during Code Enforcement office business hours (Monday–Thursday, 8:00 a.m. to 4:00 p.m.). The contract must be completed within thirty days of purchase order issuance, with grading and seeding completed in the same timeframe unless prior written approval is obtained. The City will withhold 25 percent of the total bid price until satisfactory completion of grading and seeding, verified through a thirty-day post-seeding inspection. No performance bond or bid guarantee is required.
