About this opportunity
The California Department of Conservation, California Geological Survey, is seeking a contractor to provide strong-motion data interpretation and ground response analysis services under Request for Proposal 1026-002. The contractor will interpret and analyze strong-motion data from the California Strong Motion Instrumentation Program (CSMIP) and other ground response stations to advance understanding of strong ground shaking during earthquakes. Proposed studies must address at least one of three primary objectives: increasing utilization of strong-motion data in pre- and post-earthquake response, improving seismic hazard analysis and seismic design provisions, or increasing understanding of how source mechanism, propagation path, and local site conditions affect recorded motions. Deliverables include four progress reports at approximately four-month intervals, presentation of project results at two CSMIP Data Utilization Seminars with accompanying 15-page papers, and a draft final report due October 1, 2028, with the final report due December 31, 2028. Proposals must include five required components: a problem statement, vision statement addressing data availability, overview of research tasks with analysis techniques, a detailed research plan with milestones and deadlines, and a final report and dissemination plan. Qualified contractors must demonstrate a minimum of three years of experience analyzing and applying strong-motion data and possess expertise in understanding earthquake ground motions and structural response. The written question deadline is June 1, 2026, at 5:00 PM, with responses posted by June 8, 2026; proposals are due June 29, 2026, at 1:00 PM Pacific Time, with a projected notice of intent to award on August 17, 2026, and an award date of August 26, 2026.
This procurement includes a small business preference of five percent for certified small businesses and disabled veteran business enterprise incentives of up to five percent based on participation levels. The contract period runs from November 1, 2026, through December 31, 2028, with a maximum award of $100,000 for one contract. All proposals must include proof of liability insurance with limits of $1,000,000 per occurrence and professional liability insurance of $1,000,000 per occurrence or claim. Payment will be made upon receipt of acceptable invoices submitted monthly, with a minimum 15 percent retainage pending final completion and acceptance. Proposals should preferentially utilize California Integrated Seismic Network (CISN) data from California earthquakes. The Department reserves the right to reject all proposals and is not obligated to award a contract.
