About this opportunity

The State of North Carolina Department of Administration, State Property Office, on behalf of the Department of Adult Correction, Division District 13, is soliciting proposals for the lease of approximately 2,080 square feet of net usable office space located within a 15-mile radius of 324 Village Road, Leland, NC 28451 in Brunswick County. This Request for Proposal (RFP) 10-514 seeks a secure, non-retail, non-residential environment with limited public traffic and low street visibility, with possession required by November 1st, 2026. Proposals must include detailed space location information with floor plans to scale, gross and net square footage calculations, lease terms with beginning dates, renewal options, and annual rental rates per square foot. The initial lease term is five years with one five-year renewal option desired. Lessors must provide utilities, janitorial services, and water/sewer service included in the rental rate, though alternate proposals excluding these services will be considered with standard adjustment factors applied ($1.50 per square foot for utilities, $1.00 per square foot for janitorial service, and $0.17 per square foot for water/sewer). The space must include 10 clientele parking spaces and 3 state vehicle parking spaces in the per-square-foot rental charge, with 4 employee parking spaces desired at no additional cost. The lessor is responsible for all upfitting costs, partitions, demolition, building and grounds maintenance, property taxes, insurance, fire or safety inspection fees, stormwater fees, land transfer tax, and common area maintenance. Proposals must be submitted electronically through North Carolina eVP (https://evp.nc.gov/) by May 8th, 2026 at 4:00 PM ET, with a 24MB file size limitation per submission. The state will evaluate all relevant factors including moving costs during the selection process and reserves the right to reject any proposal. Pricing proposals must be submitted on a net square footage basis with annual rental rates that cannot include indeterminable percentage increases such as uncapped Consumer Price Index adjustments, and all proposed buildings must be completely free of hazardous asbestos and lead paint while complying with local and state building safety codes, OSHA provisions, and Americans with Disabilities Act requirements.

The State of North Carolina encourages participation from Historically Underutilized Businesses (HUBs), defined as minority, women, and disabled business firms that are at least 51 percent owned and operated by individuals in these categories, and may give preference to historically significant buildings and green building proposals. All proposals must address whether properties are located in FEMA-designated flood-prone areas with detailed explanations if applicable. Prior to lease award, all proposers that are corporations, limited liability companies, or limited liability partnerships must have and maintain Registration to Transact Business in North Carolina. Lessors must certify compliance with the Americans with Disabilities Act and confirm that no gifts have been offered or accepted in connection with the proposal. The state supports the use of recycled content materials in renovation and construction and requires facilities for recycling materials. A proposer's meeting will be required following the proposal closing date, at which selected proposers must submit their lowest price proposal. No specific budget range or award value is disclosed in the procurement documents.
