About this opportunity

California Department of Transportation District 10 is requesting bids on a pedestrian hybrid beacon system and curb ramp installation on Route 108 at Wood Avenue in Oakdale, Stanislaus County, with bids opening electronically on September 9, 2026 at 2:00 p.m. via Bid Express. This is a federal-aid project (ACHSNH-P108(056)) subject to Buy America/Build America requirements for manufactured products and construction materials, with a De Minimis Costs waiver available when non-compliant material costs do not exceed $1 million or 5 percent of total applicable costs.

Contractors must hold either a Class A license or a qualifying combination of Class C-8 and C-10 licenses. The scope encompasses 29 line items: traffic control systems, temporary pedestrian access routes, roadway excavation, concrete curbs and sidewalks, detectable warning surfaces, thermoplastic pavement markings, and electrical work for the beacon system. The Department furnishes controller assemblies and battery backup system components for the beacons, available for pickup at Caltrans Electrical Maintenance in Stockton with 48-hour advance notice to the Engineer.

The estimated project cost is $880,000. Completion is required within 70 working days from Notice to Proceed, with contractors required to start job site activities within 120 days of Attorney General approval. A baseline critical path method schedule and weekly statements of working days are required. Bidders must submit unit prices and provide bidder's security of at least 10 percent of the bid amount. Prevailing wages are mandatory, with rates determined by the California Department of Industrial Relations and the United States Secretary of Labor; contractors pay the higher of applicable state or federal rates. Environmental product declarations for hot mix asphalt and concrete are required as informational submittals within 30 days of initial placement. Contractors must obtain encroachment permits from the City of Oakdale prior to beginning construction and coordinate with coincident work under Contract 10-1Q5204 in adjacent counties. Specific lane closure restrictions apply to designated holidays and special days.
