About this opportunity
The Maine Department of Transportation is requesting bids for mechanical fuel dispenser pumps under a one-year contract running May 1, 2009 through April 30, 2010, with bids due April 22, 2009. A Maine-vendor preference applies: when price, quality, and availability are equal, the state favors in-state bidders or those offering Maine-produced or Maine-manufactured commodities.
The scope covers single-hose, suction-type mechanical fuel dispensers capable of dispensing gasoline, diesel, biodiesel blends up to 20%, and kerosene. The pump must deliver 20–22 gallons per minute using a positive-displacement gear or vane design with cast iron or aluminum housing, integral centrifugal air separator, adjustable bypass valve, and a maximum 3/4 horsepower, 115-volt motor with V-belt connection. The cabinet shall measure a maximum of 33 inches wide by 20 inches deep by 55 inches high, painted white, and equipped with a micro-accurate two-piston positive-displacement meter, weights and measures sealable design, non-resettable totalizer, and a standard UL interchangeable automatic nozzle with on/off handle. Each pump must include hoses, nozzles, and breakaway swivels. All prices must include transportation to MaineDOT Fleet Service in Augusta, Maine, and remain firm for the contract duration with no surcharges on Procurement Card payments.
The awarded vendor must maintain parts inventory to provide 95 percent parts availability within 48 hours of order and supply operator's, maintenance, repair, and parts manuals with each unit. The vendor must place Fleet Service on mailing lists for warranty recalls and technical updates and perform training at no additional cost. The state reserves the right to perform in-house warranty work during the manufacturer's warranty period and bill the manufacturer or dealer for costs. Bidders must indicate willingness to extend contract pricing to Maine political subdivisions and school districts and submit specification sheets and list any exceptions with their bids. The Division of Purchases reserves the right to cancel with 30 days written notice or immediately for non-conformance and may extend the contract beyond the expiration date with contractor consent.
