About this opportunity

The State of Maine Division of Purchases is requesting quotes for a 2012 one-ton truck for Palermo Hatchery, with quotes due September 23, 2011 at 2:00 p.m. local time.

The vehicle specification is a standard-cab, four-wheel-drive, dual-rear-wheel truck with a minimum 6.0-liter gas engine and five-speed automatic transmission. The gross vehicle weight rating must be at least 15,000 pounds, and the wheelbase must fall between 135 and 145 inches to accommodate a nine-foot body. The truck must be delivered in forest green exterior with tan or gray interior, as a new 2012 model-year vehicle with minimum mileage and a current valid Maine State Inspection Sticker. Vehicles must be free of mercury components and equipped with lead-free wheel weights. Bidders must complete comprehensive checklists identifying all factory option numbers and noting any dealer-installed equipment or deviations from standard specifications.

Awards will be made to the lowest responsible bidder considering best value factors including quality, conformity to specifications, delivery dates, and ultimate cost to the state. In cases of tied quotes, awards are given to in-state bidders or those offering commodities produced or manufactured in Maine. The state reserves the right to accept larger engines or vehicles without engine oil coolers if EPA gas ratings demonstrate cost savings over the vehicle's life, and manufacturers must provide the lowest emission-rated, California-certified vehicle available where applicable. The state will evaluate emission ratings and lifecycle costing over 100,000 miles using the U.S. Department of Energy Fuel Economy Guide.

All pricing must be delivered prepaid and at the contractor's expense unless otherwise specified, and must exclude Maine state and federal sales and use taxes. Warranty information must clearly state months of coverage, mileage limits, and roadside assistance availability. Winning dealers must contact the State Motor Vehicle Division to complete registration requirements prior to delivery.
