About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, acting on behalf of the Department of Inland Fisheries & Wildlife, is requesting quotations for one 1-ton stocking truck, with responses due November 20, 2018 at 4:00 p.m. Eastern Standard Time.

The vehicle must be a new 2018 or 2019 model year with minimum 2018 standard cab and chassis, four-wheel drive, dual rear wheels, V8 6.0-liter or larger gas engine, 5-speed automatic transmission with overdrive or better, and minimum 14,000-pound GVWR. The truck must feature a 135–141 inch wheelbase with 9-foot body capacity; heavy-duty front and rear suspension; 4-wheel ABS brakes; locking or limited-slip differential with 4.30 ratio preferred; LT245/75R 17E off-road all-terrain tires with 10-ply preferred construction on dual rear steel rims; factory-installed heavy-duty engine cooler and transmission cooler; high-capacity air cleaner; 750 CCA minimum battery; heavy-duty alternator; power steering; front stabilizer bars; and skid plate package. Exterior requirements include forest green or equal color; front bumper with frame-mounted tow hooks; full-size front mud flaps; dual outside camper-style mirrors with pull-outs that fold inward; and inside day/night mirror. Interior must have tan/gray or equal color cloth seating in 40-20-40 configuration. The truck must be equipped with factory-installed AM/FM radio with clock, air conditioning, cruise control, backup alarm, intermittent wipers, dual airbags, auxiliary power ports, hydraulic jack, lug wrench, snow plow prep package, and XL Value Package or equal. All components must be lead-free wheel weights, mercury-free, and California emissions certified where applicable. Vehicle must be delivered with current Maine State Inspection Stickers, full tank of gas, and minimum mileage.

Evaluation is conducted on a best-value basis with lowest-priced compliant bid receiving preference; however, the State reserves the right to reject the lowest bidder if documented poor performance exists within the previous five years. The State will consider vehicle delivery timelines and fuel economy calculations over 100,000 miles as award factors. Up to 10% price reduction may be applied based on Maine business investment and economic impact as reported on the Maine Business and Economic Impact Consideration Form. Quotations must be firm for 180 days from bid opening and include all factory option numbers, warranty information, and FOB Destination pricing at no additional cost to the State.
