About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations on behalf of the Department of Veterans and Emergency Management for one new 1-ton dump truck, with quotations due July 24, 2026 and delivery preferred by September 15, 2026.
The vehicle must be a 2026 or newer model year, 4x4, heavy-duty configuration with a minimum 6.6- to 6.8-liter gas engine, 8-cylinder automatic transmission, dual rear wheels, standard cab, air conditioning, and integrated V-Plow and dumpbody. The Fisher XV2 9-foot-6-inch V-Plow is a single-source requirement and cannot be substituted. The dumpbody must feature a minimum 8-ton dual-acting hoist, double-panel walls, 10-gauge minimum steel construction, 9-foot minimum length, 16-inch minimum sidewall height, LED tail lights, yellow strobe light with cab-mounted switch, and handheld dump controller. Additional specifications include a minimum 13,200-pound gross vehicle weight rating, 140- to 160-inch wheelbase with 60-inch cab-to-axle measurement, minimum 35-gallon fuel capacity, all-terrain tires, and factory-installed towing package. Delivery is FOB Destination to the Maine Veteran Cemetery in Augusta, Maine, with all shipping charges included in the bid price.
The State evaluates quotations on a best-value basis, considering specification compliance, delivery timeline, fuel economy calculated over 100,000 miles, and life-cycle costing. The award goes to the lowest-priced qualified bidder. Bidders must submit a completed specification sheet in Microsoft Excel, manufacturer build sheet or window sticker, warranty information, bid cover page, Responsible Bidder Form, and roadside assistance information. Pricing must include two sets of keys, owner's manual, factory window sticker, Certificate of Origin, and completed Maine registration documents, and exclude federal, state, and local taxes. Payment is net 30 upon invoice receipt. Questions are due 48 hours prior to the quotation deadline through the State's AdvantageME/Vendor Self Service e-Procurement system.
