About this opportunity

The Pennsylvania Department of Corrections (DOC) has issued an Invitation to Qualify (ITQ) for the procurement of milk and dairy products, targeting facilities across the Commonwealth. This open enrollment contract, effective from July 1, 2009, through June 30, 2010, with potential renewal for four additional years, seeks qualified vendors to supply perishable dairy items including 2% milk, skim milk, chocolate milk, cottage cheese, and sour cream. Vendors must meet mandatory requirements and will be evaluated based on their ability to provide a dedicated customer service team, an account manager, and comply with Pennsylvania Milk Marketing Board pricing guidelines. The procurement process involves vendors responding to the ITQ and, if qualified, subsequently receiving Requests for Quotes (RFQs) for specific dairy product needs. The submission deadline for ITQ responses is December 31, 2013, providing an extended window for potential contractors to participate. Vendors must also adhere to strict security protocols when entering DOC facilities and follow specific ordering, invoicing, and returns processes.

The ITQ does not explicitly mention set-aside designations for disadvantaged enterprises, though the Commonwealth will apply bid preferences under the Reciprocal Limitations Act. Vendors must demonstrate the capability to consistently deliver high-quality dairy products to multiple DOC locations, with the understanding that pricing will be subject to market fluctuations and regulatory guidelines. While specific award values are not detailed in the documentation, the contract's multi-year potential and statewide scope suggest a significant procurement opportunity. The contract appears to be open to commercial dairy producers and distributors who can meet the DOC's rigorous technical specifications and operational requirements. Successful vendors will need to showcase not only competitive pricing but also reliability, food safety compliance, and the logistical capability to serve correctional facilities across Cumberland County and other jurisdictions in Pennsylvania.
