About this opportunity
The Pennsylvania Department of Corrections (DOC) is conducting a two-step procurement process for Bread and Baked Goods through an Invitation to Qualify (ITQ) covering multiple facilities across the Commonwealth. The initial contract period runs from July 1, 2010 through June 30, 2011, with potential renewal for two additional years. Vendors must submit a completed Contract Signature Page and meet mandatory requirements to qualify for participation. The procurement covers specific bread products including white, wheat, rye, and Italian bread, along with various rolls such as frankfurter, hamburger, dinner, and hoagie rolls. Qualified vendors must be capable of servicing DOC locations across five regional jurisdictions, with Cumberland County and Cashtown CDP specifically mentioned. The ITQ is an open enrollment process, with contractors able to submit responses through February 1, 2013. Vendors will first be evaluated for qualification, and then those meeting requirements will be eligible to submit specific pricing quotes through subsequent Requests for Quotes (RFQs).
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The DOC reserves the right to reject any and all quotes and make pricing adjustments. While specific award values are not detailed, the procurement suggests a substantial volume of bread and baked goods needed across multiple correctional facilities. The contract allows for firm pricing through the contract period, with DOC maintaining flexibility in vendor selection and quote evaluation. Vendors must demonstrate the capability to deliver consistent, high-quality bread products meeting the department's technical specifications. The open enrollment approach allows for ongoing vendor qualification throughout the contract period, providing flexibility for the DOC to maintain a robust supply chain for these essential food service items. The procurement process is structured to ensure competitive pricing and reliable service across the Commonwealth's correctional system.
