About this opportunity
The Commonwealth of Kentucky Department of Veterans Affairs is issuing a Request for Proposals (RFP 074) for laboratory drug and alcohol testing services at Thomson-Hood Veterans Center (THVC) in Hart County. The contractor must provide comprehensive testing services including pre-employment, random, reasonable suspicion, post-accident, and Department of Transportation (DOT) drug and alcohol screening for approximately 250 test-designated employees with an estimated annual testing volume of 110 total tests. Required services include urine drug screening for a 12-substance panel (marijuana, cocaine, opiates, amphetamines, phencyclidine, morphine, MDMA, methadone, benzodiazepines, barbiturates, and oxycodone), breath alcohol screening using RBT-IV devices with a .02 confirmation threshold, and DOT random testing for 8 CDL holders conducted quarterly in compliance with 49 CFR Part 40. The contractor must establish and maintain a network of testing collection sites within 15 minutes of THVC (with after-hours sites within 30 minutes), provide on-site collection services with 24-hour availability and a two-hour response time for emergency reasonable suspicion testing, and maintain Monday through Sunday operations with minimum eight consecutive hours daily between 7:00 a.m. and 7:00 p.m. Mandatory qualifications include CLIA accreditation, SAMHSA certification, Kentucky laboratory licensure, employment of a Medical Review Officer licensed as a physician, and a board-certified toxicologist on staff. Additional deliverables include an online portal for results access, email and fax result transmission capabilities within seven calendar days, monthly provision of a 25% random employee testing list, and staff training for designated supervisors in reasonable suspicion procedures. Evaluation criteria include technical proposal (550 points maximum), cost proposal (300 points maximum), and oral presentations if required (200 points maximum), for a total of 1,050 possible points. Written questions are due by March 9, 2026, with proposals due by April 1, 2026, at 3:00 p.m. EST. The anticipated contract term runs from July 1, 2026, through June 30, 2028, with options to renew for up to two additional two-year periods subject to Finance and Administration Cabinet approval and Legislative Research Commission review.
No set-aside designations or restrictions for disadvantaged enterprises are identified in the solicitation documents. The RFP documents do not reference any incumbent vendors, current contractors, or existing infrastructure requiring integration with the contractor's services. The contractor must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, along with Professional Liability Insurance of $1,000,000 per claim, and must assume all responsibility for providing specimen collection supplies and ensuring compliance with SAMHSA Mandatory Guidelines for Federal Workplace Drug Testing Programs and Kentucky Administrative Regulation 17 KAR 3:030. The contractor is responsible for establishing the collection site network and maintaining separate DOT testing programs from company testing programs. The solicitation documents do not specify a contract award value or budget range, with pricing to be submitted under sealed cover in the cost proposal. The resulting contract will be subject to Kentucky law and must be approved by the Finance and Administration Cabinet and filed with the Legislative Research Commission Government Contract Review Committee prior to becoming effective.
