About this opportunity

The Commonwealth of Kentucky, Department of Veterans Affairs, Carl M. Brashear Radcliff Veterans Center (RVC) is issuing a Request for Proposal (RFP) for outsourced drug testing and alcohol testing services. The procurement seeks a qualified contractor to provide comprehensive laboratory drug and alcohol screening services including pre-employment testing, current employee testing, contractor testing, random testing, reasonable suspicion testing, post-accident testing, and breath alcohol screening. The contractor must establish and maintain a network of testing collection sites with a primary facility located within 20 miles of the RVC offering daytime Monday through Friday hours and an after-hours and weekend facility within a 30-mile radius. Required testing capabilities include screening for a comprehensive panel of controlled substances (marijuana metabolite, cocaine metabolite, opiates, codeine, amphetamines, methamphetamine, MDA, MDEA, phencyclidine, morphine, MDMA, methadone, benzodiazepines, barbiturates, and oxycodone) along with breathalyzer testing with a .02 cut-off amount and confirmatory testing for positive results. Key mandatory qualifications include CLIA accreditation, SAMHSA certification, Kentucky licensure, and the capability to maintain chain-of-custody procedures, deliver results within seven calendar days, and provide online portal functionality for results delivery and monthly random employee test list distribution. The RFP employs a scoring methodology with a maximum of 950 points, comprised of technical proposal evaluation (550 points), cost proposal evaluation (300 points), and optional oral demonstrations (100 points). Written questions are due by 3:00 p.m. EST on March 19, 2026, with proposals due by 3:00 p.m. EST on April 10, 2026, and the anticipated contract term running from July 1, 2026 through June 30, 2028, with potential renewal for up to two additional two-year periods.

The RFP does not specify set-aside designations for disadvantaged enterprises or restrictions limiting eligible respondents to particular organization types. The contractor must maintain Commercial General Liability Insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, as well as Professional Liability Insurance of at least $1,000,000 per claim, with certificates of insurance required prior to award. The contractor must be registered to conduct business in Kentucky with the Secretary of State and must comply with all applicable federal and state laws, including SAMHSA Mandatory Guidelines for Federal Workplace Drug Testing Programs and Kentucky drug testing regulations (17 KAR 3:030). Cost proposals will be evaluated based on pricing per drug test and pricing per breathalyzer test, with the lowest cost proposal receiving maximum points and subsequent proposals scored proportionally. No incumbent vendor, existing infrastructure integration requirements, or specific award value or budget range is identified in the RFP documentation. Final contract award is contingent upon approval by the Secretary of the Finance and Administration Cabinet and filing with the Legislative Research Commission Government Contract Review Committee.
